Everyone has the right to be safe and to live a life free from harm. Safeguarding means putting measures in place to promote people’s human rights and their health and wellbeing, and empowering people to protect themselves.

HIQA and the MHC are developing national standards for adult safeguarding to promote best practice in providing person-centred, safe and effective care and support in health, including mental health, and social care services across Ireland.

HIQA and the MHC have now launched a public consultation on the Draft national standards for adult safeguarding.

This consultation aims to gather different viewpoints on the draft standards from people using health and social care services, their families and the staff and organisations providing these services.

The draft standards are based on national and international evidence and were developed with people using health and social care services, staff delivering services and policy-makers.

We would like to hear your views on the draft standards, which are available for public consultation for a seven-week period. We are encouraging all interested parties to provide feedback and become involved in the standards development process by submitting their views to us during this consultation.

This feedback will be carefully considered and will inform the development of the final National Standards, which are designed to apply to all health and social care services. The public consultation will run until 5pm on 19 September 2018.

Background document

The MHC and HIQA have also published a background document to assist in the development of the standards. This background document has three aims:

  1. To summarise current adult safeguarding arrangements in Ireland.
  2. To summarise arrangements and best practice in adult safeguarding in six jurisdictions using a range of data sources and draw recommendations to inform the content of the national standards for adult safeguarding.
  3. To systematically search, review and summarise academic evidence in the field of adult safeguarding from 2007–2017 and make recommendations in line with the eight themes of  the national standards development framework.
