MHC welcomes Minister Higgins to her new role

20 November 2025

The Chairperson of the Mental Health Commission, Dr John Hillery, has welcomed the appointment of Emer Higgins TD as the new Minister of State with special responsibility for Disability at the Department of Children, Disability and Equality.

Dr Hillery noted the progress achieved by the Decision Support Service, in collaboration with the Department of Children, Disability and Equality, since the commencement of the Assisted Decision-Making (Capacity) Act 2015 in April 2023.

“Significant advancements have been made in raising awareness, registering decision-support arrangements, and embedding a rights-based decision-making framework across Ireland,” he said. “I warmly welcome Minister Higgins to her new role and we look forward to continuing this progress with the department under her leadership.”

Dr Hillery also expressed his gratitude to outgoing Minister Hildegarde Naughton and wished her well in her new role as Minister for Education and Youth.
